About the trial

Economists largely agree that road tolls are a good way to tax congestion and the damage and health costs associated with driving.

Funds have been allocated for looking at how tolls work in practice with regard to congestion, the climate, health, road safety, and the environment.

The trial is being conducted for the purpose of evaluating the overall possibilities of road tolls with regard to technology, system costs, implementation in practice, user behaviour, user understanding of the system, and social economy.

Who

The trial involved approximately 2,900 drivers. The trial was carried out by DTU and Sund & Bælt.

Where

Three geographical trial areas, namely Aarhus, Copenhagen, and the whole of Denmark. Geographically, the focus is on the larger cities, where congestion currently poses a challenge.

When

The trial started in November 2023 and ended in July 2025. The results of the trial have now been analysed and evaluated.

Two toll models were trialled

Two toll models were tested in the trial:

Kilometre-based tolls

You paid for kilometres driven. Those participating in the trial used an app to record the distance they drove. In the toll zones the payment rates were between DKK 0.5 and DKK 3.25 per kilometer.

Minute-based tolls

You paid for the time spent driving. In the toll zones the payment rates were between DKK 0,35 and DKK 1,5 per minute.

Participants’ experience of the different types of tolls and the user-friendliness of the technology

Behaviour

Driving and payment behaviour in the different toll models

Administration

Experience with administration, including communication, systems, billing, and customer service

Rates

DTU is responsible for the design of the trial, including the preparation of rates. There was rates for peak and off-peak times and for zones in Aarhus, Copenhagen, and the rest of Denmark.
